Stewart Mullin

CIO, Global Wind Energy Council

Stewart James Mullin is the CIO of the Global Wind Energy Council (GWEC) – the industry body that represents the wind energy sector worldwide. Stewart’s expertise is incredibly valuable to consolidate GWEC’s role as the authoritative voice of the global wind industry, to build our network of wind industry stakeholders across the world, and to further establish GWEC’s presence in key emerging markets.
Stewart helps to drive the wind industry’s growth through strategic partnerships and engagement with the industry's key players, institutions and investors around the world. Prior to joining GWEC in early 2021, Stewart had spent the previous decade as a senior executive in the wind industry, where he held board positions at several major wind associations.
He has worked for two of the world’s leading OEMs, namely Siemens Wind Power (2008-14) and MHI Vestas (2014-21). He joined MHI Vestas at the company’s inception (April 2014). As an integral member of the Chief Strategy Office, he has personally built the company’s brand, reputation and marketing strategy. He was promoted to the company’s executive management team, where he oversaw the company’s strategic relationships with governments, international institutions and trade associations. Stewart has spent the past seven years establishing offshore wind in emerging and next generation markets; expanding offshore wind’s impact in the green energy transition  (Power2X); unlocking the potential of floating offshore wind; and advocating the transformational socioeconomic value offshore wind provides for communities across the globe. Since joining GWEC, he has begun to work with strategic commercial partnerships and programs.

Carolien van Tilburg

Senior Trade Officer, Economic Affairs and Climate Policy, Embassy of the Kingdom of the Netherlands in Japan

Carolien van Tilburg is a Senior Trade Advisor at the Embassy of the Kingdom of the Netherlands in Japan. She works on bilateral knowledge exchange, trade promotion, and matchmaking between Dutch and Japanese offshore wind companies, research institutes and governments. In her career she worked also in Paris, Beijing, and The Hague on a wide range of topics. This is her third time in Japan, first as an exchange student, later as a correspondent for Dutch media and currently at the embassy in Tokyo.

Per Christer Lund

Lund, Energy and Technology Consellor, Norwegian Embassy in Japan

Dr. Per Christer Lund – short bio: Per Christer is Counsellor for Energy and Technology at the Norwegian Embassy in Tokyo. In this role he supports Norwegian companies for growing cooperation and market opportunities in Japan and Korea and Southeast Asia. Per Christer has held similar roles at Norwegian embassy in Tokyo, Singapore and Dubai since 2006.
With an PhD in chemical engineering from the Norwegian University of Science and Technology, Per Christer engagement in the maritime and energy industries spans over 30 years, including research institute (Institute of Energy Technology in Norway); software company (director for OMX/HandelScandinavia - now Nasdaq OMZ) in Canada; energy market consultancy (Nordpool Consulting) (advisory on global energy markets) and a Japanese nuclear power company (Power Reactor and Nuclear Fuel Development Corporation).

Jacob Rasmussen

Minister-Counsellor for Economic Diplomacy – Energy, Royal Danish Embassy in Japan

Jacob Rasmussen joined the Danish Foreign Affairs in 2018 after a long versatile commercial experience within Energy, Sales and Business Development, Emerging market and Consulting.
The all-round international experience in particular within the wind energy industry has provided the ability to focus on Danish experiences and advisory related to the energy transition to resolve key political and technical barriers for the successful build-out of Renewable Energy Farms.
Jacob has been residing in Asia for the last 10 years and enjoy the challenges of bridging between Governmental and Commercial interests.
Jacob holds a Master’s Degree in International Business from Aarhus University.

Shikibu Oishi

Head of Division Climate Action and Energy. German Embassy Tokyo

Shikibu Oishi is a Japanese national born and raised in Germany. Before joining the German Embassy Tokyo in 2012, she worked in the greater Frankfurt area and Tokyo in the finance sector. As Head of Division for Climate Action and Energy, she is responsible for strengthening the bilateral cooperation in climate, energy and environmental policy between governments, industry and research institutes. Her work also includes the German-Japanese Energy Partnership, which was signed in 2019 between METI and the German Federal Ministry of Economic Affairs and Climate Action.

Els Verhulst

Science & Technology Counselor, Embassy of Belgium in Japan

Els Verhulst is the Science and Technology Counselor for Flanders Investment & Trade Tokyo, focusing a.o. on Green Energy, i.e. offshore wind and hydrogen technologies.
She is a master in Bioengineering from KU Leuven (Belgium) and owns a MBA from the University of Leicester (UK).
Having lived and worked in Japan for more than 30 years, Els has over 20 years of business development experience in several technology sectors and among others has coached more than 400 European technology driven SMEs for their market expansion in Japa. She joined Flanders Investment & Trade in 2021.

Masahiro Yosida

Research Group Leader, Muroran Offshore Wind Industry Promotion Assosiation 'MOPA'

大学院にて材料工学を学んだのち、三菱重工業に入社。入社後は鋼構造物の製造、2005年からは風車の製造・サプライチェーン構築に従事し、MHI Vestas Offshore Windを含め複数の生産部門の立ち上げを国内外で牽引し、日本の洋上風車サプライチェーン構築に貢献。2021年に株式会社レノバに入社し、洋上風力発電事業を中心にエンジニアリング全般を推進。2023年4月より、DENZAI株式会社に入社し現任。MOPAでは調査研究グループを率いている。

Hideyuki Ohnishi

Japan Country Leader, Offshore Wind, GE Vernova International LLC

大阪大学の基礎工学部合成化学部の修士課程を卒業。太陽光エネルギーの変換と燃料電池を専攻。1988 年 にダウケミカル日本に入社後、エポキシ事業部の研究員、米国テキサス州での主任研究員を経て1994 年よりアジアエリアおよびグローバルのマーケティング・マネージャーに昇格し、プロダクト・マネージャーとしてプラントの中長期キャピタルの投資責任を含む幅広い責務を果たしました。2007 年には機能性樹脂のグローバル・ビジネス・ディレクターとして上海に赴任。化学品の事業計画や成長戦略の策定・遂行において中心的な役割を担った後、プロダクト・ディレクターとして活躍しました。
2010 年、GE エナジー日本代表として入社し、パワー＆ウォーター、オイル＆ガス、エナジー・マネジメント各部門を統括。2012 年10 月より本社の組織変更にともない、GE パワー＆ウォーター日本代表として、営業責任者を務めるとともに、航空機エンジン転用型ガスタービンやガスエンジンに活用した分散型電源ソリューションにおける北アジアの営業統括を歴任。2016 年3 月にGE パワージャパン産業分野における主要顧客に対して、GE 各事業部を横断的に統括・対応する日本代表を務めたのち、2016 年8 月より再生可能エネルギー部門の北アジア代表として陸上風力事業をリードしたのち2021 年7月より洋上風力事業部日本代表として事業の立ち上げに従事しています。

Katsushige Goto

VP, Head of Technology, MHI Vestas Japan Co., Ltd.

1992年三菱重工業株に入社。2014年MHI Vestas Offshore A/SでHead of manufacturing and Sourcing Qualityとして従事。2017年に同社Deputy Chief Technology Officerに就任。2021年MHIべスタスジャパン㈱設立により、同社副社長技術統括に就任、現在に至る。

Koji Sakai

Offshore Wind Development Division Assistant Division Director, ENEOS Renewable Energy Corporation

長年にわたりエンジニアリング会社において、国内外の石油・天然ガス生産設備及び港湾インフラ設備等の海洋鋼構造物製作・設置工事を経験。2009年より、国内洋上風力発電の事業化業務に従事。2018年、ジャパン・リニューアブル・エナジー株式会社（現ENEOSリニューアブル・エナジー株式会社）に参画。洋上風力発電事業開発を推進しつつ、国内洋上風力発電産業の市場拡大を支援。日本風力発電協会理事。1966年生まれ、福岡県北九州市出身。

Victoria Yang Winsløw

CEO Taiwan, Lautec Group

Victoria Yang Winsløw has more than 10 years of experience working with renewable energy projects, including 7.5 years of experience in the offshore wind industry in Taiwan working across 5 projects in Ørsted and CIP's portfolio. Victoria's area of expertise is within commercial and asset management during the wind farm's development, construction and operations phase, e.g. bid preparations, offtake agreements, operational optimisation, divestment and JV partnerships. She has held a number of management positions in the project companies, including Operations CEO and JV Steering Committee member. In her current role as CEO Taiwan at LAUTEC Group, she is supporting clients in the successful execution of their projects.

Tetsuji Shiroeda

Offshore Wind Power Project Office, Engineering Headquarters, Shimizu Corporation

1993年東京大学大学院工学系研究科船舶海洋工学修士課程修了、同年清水建設㈱に入社。石狩湾新港北防波堤改良工事、小樽運河護岸改良工事に従事後、1998年より2006年まで海洋深層水取水施設整備工事に携わる。2006年4月より佐田岬風力発電PJ、扇島風力発電設備建設工事を経て2013年から福島復興・浮体式洋上ウィンドファーム実証研究事業に伴う曳航・据付工事及び海底ケーブル現地布設工事に従事。2017年新エネルギーエンジニアリング事業部長、2023年洋上風力プロジェクト推進室長に就任、現在に井至る。
